Federal labor officials plan to release $3 million to help create temporary jobs for people hardest hit by severe storms and tornadoes that struck central and western Massachusetts.

The funding, a National Emergency Grant, will be dispersed by the Bristol Workforce Investment Board and the Metro South/West Employment and Training Administration, according to an announcement by the Department of Labor on Thursday. It will help approximately 720 workers who were laid off from the distribution center, corporate headquarters or retail stores. The grant totals an average of nearly $6,000 for each of the 720 former workers.

The latest development in that effort happened in March, when the BLS took over responsibility from state-level labor and workforce development agencies of the employment survey, which produces the monthly job numbers.

An Act Promoting Transparency & Efficiency in Economic Development Spending, would require companies receiving discretionary state subsidies to make firm job-creation promises, increase reporting and tracking to make sure those commitments are being met, cap the amount the state will give out for the creation of one full-time equivalent job at $35,000, and require the state to recapture (“clawback”) a pro-rated portion of the subsidy if a company doesn’t meet its job-creation commitment.

The Executive Office of Labor and Workforce Development today announced that One Stop Career Centers on Cape Cod will be consolidated as part of efforts to increase career center efficiency. On June 24, 2011, the two satellite centers in Falmouth and Orleans will close, and operations will be consolidated into the main Career Opportunities Hyannis location, which will continue to serve the region’s customers with its full array of career services.

Congress is debating whether to cut $3 billion in funding for 3,000 career centers — including 37 in Massachusetts — that provide a lifeline to the unemployed through counseling, job listings, and training. Congressional Republicans have proposed eliminating all funding for the program, forcing most, if not all, of the centers to close. Senator Brown is supporting the cuts.
