Under the ordinance, which is scheduled to take effect next month, all city department heads will be tasked with maintaining a daily employee attendance log. The log will be forwarded each morning to the Human Resources department to create a Central Employee Index. Vinnie Graziano, president of the union representing municipal secretaries, custodians and a variety of other workers, said he filed a grievance in response to the ordinance on Tuesday.

Westford Teachers Association Ruth Freeman and Westford Firefighters Union president David Greenwood noted that all town unions except for the Communication Workers of America Local 1051 wished to support the coalition bargaining concept, but they were not surprised at the outcome of the meeting and hope that both sides can continue to work towards an agreement.

At least five municipal employee unions are close to signing new multi-year contracts, Mayor William Manzi said yesterday.
Manzi said he reached tentative contract agreements this week with union officials representing police superior officers, middle managers, public works superintendents and two local groups represented by the American Federation of State, County and Municipal Employees.

“From what we’re hearing, it’s been pretty bad out there,” says Westford Fire Fighters Union president David Greenwood. “There’s piles of brush and debris 30 feet tall everywhere you look, and it’s been an ordeal for many people just to walk to their houses.” While Greenwood notes that some from Westford have already gone out to help the troubled area, still more has to be done and he hopes that local residents through the Westford Fire Fighters Union can help bring some much needed supplies to the region.

Marc Harvey, president of the union that represents teacher aides and secretaries, said recent talks have produced promising discussions and that "a basic framework by which both parties can reach resolution" is in place. Harvey said union leaders have not yet voted to bring the tentative agreements back to their members for ratification, however.

With the school district facing a $1.9 million budget shortfall, and special education comprising 25 percent of its annual operating budget and growing, special education is “one of the major cost drivers we need to look at,’’ said Amesbury Mayor Thatcher Kezer, who chairs the town’s School Committee.

Grievances and unfair labor practice complaints are piling up against Mayor William Lantigua's administration after laid-off union employees were not rehired and temporary workers with political ties to Lantigua were put on the payroll. "Their answer to us is we don't really care," said Edmund "Ike" Gabriel, of SEIU Local 3 Firemen and Oilers, which represents public works and clerical workers. He said the city is taking an enormous financial risk by ignoring the rights and contracts of unionized workers. When a layoff occurs, senior unionized workers are "to be the first to be called back," he said.
